The reason the panhandle was attached to Oklahoma Territory is because the settlers in the area had already surveyed their lands by 1886 and set up their own territory which they called Cimarron Territory. They held elections in 1887 for their territorial legislature, elected a governor, and began holding governing sessions. They sent delegations to Congress to get it to recognize the territory, but Congress ignored them since it hadn’t authorized the settlement of the land in the first place. In 1889, the Unassigned Lands in what was then Indian Territory were opened up to settlement via land run. In 1890, Congress passed and the president signed the Oklahoma Organic Act splitting up Indian Territory into two territories: Oklahoma Territory in the west and Indian Territory in the East. There would be several other land runs in 1890, 1891, and 1893 as well as land lotteries and land auctions. The Oklahoma Organic Act included the land that was claimed by the Cimarron Territory (the panhandle) as part of Oklahoma Territory and ending the chief reason stated by the delegates as to why Congress should recognize the territory: it needed to be organized and governed. Hence once it became officially part of Oklahoma Territory there was no need for Congress to recognize Cimarron Territory nor deal with the legal issues of the settlers being there. Congress essentially solved multiple legal issues by attaching the land to Oklahoma Territory via the Oklahoma Organic Act of 1890. Eventually in 1905, Indian Territory would hold a convention, write a state constitution, design a seal, etc and submit a petition to Congress for statehood as the State of Sequoyah. Oklahoma Territory would also petition for statehood not long after. Congress and the President at the time were from the Republican Party and the two territories were majority Democratic Party. Thus their separate entry was denied and it was suggested they consider combining together and apply. So a combined convention was held with most of the Sequoyah constitution adopted, a merging of the two seals, etc. The two reapplied requesting single entry as the State of Oklahoma and Congress approved and the president signed and on November 16, 1907 Oklahoma became the 46th state of the union of the USA.

@SuperBenzid 1st degree murder here in iceland is 16 years jail and then you're fine, also rape is 2 years but the kicker is no prison cells are left so all criminals here in iceland atm just get house arrests and get to do whatever they want. the worst is child molestation! last year have 256 cases come forward in the capital alone and not even 20 of those criminals have been sentenced =(
