It's also great that you mentioned Elevador de Santa Justa - it was originally made as an everyday public transit system such as all funiculars and trams which became tourist attractions, but it's by far the most overrated tourist spot in Lisbon, the queue is simply not worth it, and walking up Rua Garrett into Carmo is way more interesting than getting in the elevator.
